JKPSC violates UGC Regulations

Sir,
This has reference to the news item published in your esteemed daily excelsior on 31.1.2021 wherein J & K Public Service Commission (JK PSC) has published the list of candidates short listed for interview for the post of Assistant Professors in public administration and Urdu in higher Education Department(colleges).
The criteria used by the PSC for short listing the candidates for the said posts are also mentioned therewith (attachment). But unfortunately the short listing criteria followed/adopted by the PSC for short listing the candidates for the posts of Assistant Professors in higher Education Department as mentioned above are violative of the University Grants Commission (UGC) Regulations 2018 that are statutory in nature.
The UGC Regulations 2018 clearly prescribe the short listing criteria for the posts of Assistant Professors in colleges and it is binding on all PSC/UTs/States to follow the same in letter and spirit. As such the list issued by the JK PSC being based on the criteria that are violative of the UGC guidelines may be illegal and unethical.
