1969 engineers regularized in just one year

JAMMU, Oct 10: All J&K Graduate Engineers Association (Civil) has extended gratitude to the Lt Governor’s Administration for bringing an end to era of adhocism in the Jal Shakti Department.
Talking to media persons here today senior members of the Association referred to the historic mass regularisation of Engineers in Jal Shakti Department, wherein 1969 engineers were regularised within a shortest span of one year for which engineering fraternity was struggling for the last about 22 years.
The Association extended gratitude to UT Administration led by LG, Manoj Sinha and Financial Commissioner/ Additional Chief Secretary Shaleen Kabra for his selfless services rendered in the Department and his tireless efforts to streamline the process of regularisation in JSD.
The Association also conveyed thanks to the LG, RR Bhatnagar, Advisor to Lt Governor and Dr. Arun Kumar Mehta, Chief Secretary J&K for appointing Kabra as Administrative head, JSD. Positive role of Satish Chandra, Chairman PSC and Zubair Ahmad Raza member PSC/ Chairman DPC (Jal Shakti Department) was also appreciated. It was disclosed that there were lot of hurdles in this process in the form of seniority disputes, court cases etc but Kabra from the day one since taking the charge of JSD worked on it and gave express instructions to subordinate staff to complete the process of regularisation within a stipulated time.
During series of meetings with Association Kabra showed his extraordinary determination to put an end to prevailing adhocism in the Deptt by Mid of 2023 besides resolving stagnation issue by promotion at different Gazetted levels and transformed his words into reality as first major list of regularisation of 70 Executive Engineers as Superintending Engineers was issued in Sept 2022 followed by mass regularisation of 523 Junior Engineers as Asstt Engineers in one go in May 2023 and today majority of our engineers have been regularised as AEEs, XEns, SEs thereby also giving major relief to the retiree engineers who had left hope of regularisation.
State president, JKGEA, president Gopal Sharma said that he is constantly receiving calls from the engineers across JKUT about this historic development and highly appreciating the Administrative Secretary. He said the engineers of JSD are extremely satisfied and are now hopeful that the regularisation of left out engineers due to deficiency of certain documents will also be done shortly.
He said the Association is hopeful that 20 vacant Cadre/Ex-Cadre posts of Superintending Engineers and few vacant posts of CEs will also be filled shortly and also appealed to Chief Secretary to give temporary relaxation of qualifying service experience as after two years, no such problem will occur. Mujib Tak, State chief patron and Anil Thapa, general secretary of Association also spoke on the occasion.
Prominent among those present included Rahat Gupta, Sumesh Hangloo, Taj Mohd Choudhary, Rajan Mengi, Vijay Manhas, Jagmeet Singh, Jatinder Khajuria, Vikram Billoria and others.
