*Avoid crisis of addl charge system

JAMMU, May 15: The Jammu & Kashmir Electrical Engineering Graduates Association (JKEEGA) has urged the Chief Minister Omar Abdullah to fill up vacant positions in the PDD and avoid crisis being created due to additional charge system.

Addressing a joint press conference here today Sachin Tickoo, general secretary; Vishal Singh Chib, Ankush Gupta (Provincial Secretaries), Vipul Sharma, Vijay Sharma, Rohit Gupta, Ilyas Haroon, Sumit Sharma (Organizing Secretaries), referred to the issue of large number of vacant positions from Junior Engineers to Chief Engineers level, lying in the Power Development Department besides non- issuance of minutes of the Establishment cum Selection Committee meeting on regularization held on Jan 20, 2025 despite lapse of over five months.
Speaking on the occasion Tickoo gave a detailed account of the vacancy position across length and breadth of Power Development Department, and expressed serious concern over the vacant positions. He said there are presently Managing Director- 02, Executive Director-04, CE-09, SE-19, XEN-72, AEE-148, JE-436 vacancies against the overall sanctioned strength of the department. The situation is alarming given the fact that nearly 60 % positions of Executive Engineers are vacant, leaving important Divisions on additional charge basis, even Sub Divisions are being manned on additional charge basis. JKEEGA has been strongly pursuing that the vacant positions right at the top of the hierarchy including Chief Engineers and Superintending Engineers , Executive Engineers are being manned on additional charge basis, clearly affecting the delivery of quality services to the public at large.
The medium of press had to be adopted given the present situation, wherein, each and every asset of PDD in the field has to be ensured it is properly manned and non- availability of Divisional/Sub Divisional Heads leads to affecting the overall organizational efficiency
It is astonishing that the minutes of Establishment cum Selection Committee meeting held on Jan 20, to clear the regularization of 250 Engineers in pursuance to the State Administrative Council decision dated 22/10/2019, have not been issued till date, causing unnecessary mental agony to the concerned engineers who have even superannuated more than 15 years ago.
JKEEGA has urged the Chief Minister, who happens to be the In charge Minister of the Power Development Department, Principal Secretary PDD to take a holistic review of the vacancy position in the organizational hierarchy of the PDD so that the vacancies are filled and menace of additional charge system is ended.
