JKCCC delegation meets Financial Commissioner

*Seeks efficient policy framework

SRINAGAR, Apr 1: A delegation of the Jammu & Kashmir Contractors Coordination Committee (JKCCC), led by its Chairman, Ghulam Jeelani Purza, held a detailed meeting recently with the Financial Commissioner (Additional Chief Secretary), Shailendra Kumar, to discuss a range of pressing issues faced by the contractor fraternity across Jammu & Kashmir.
Talking to the media-persons, Jeelani Purza said the delegation raised concerns regarding delays in the release of pending payments pending at various levels. Taking immediate cognizance of the matter, the Financial Commissioner issued on-the-spot directions to the concerned departments, instructing them to expedite the acceptance and processing of work-done bills submitted by contractors.
Expressing gratitude, JKCCC Chairman said, “We are sincerely thankful to Financial Commissioner Shailendra Kumar for his prompt and decisive intervention. His on-the-spot directions to clear pending bills have brought much-needed relief to the contractor community.”
He said the delegation also discussed the recent order issued by the Finance Department mandating the submission of royalty receipts from the Geology & Mining Department prior to the acceptance of work done bills.
The Financial Commissioner clarified that a relaxation has been granted for the current financial year. However, he emphasized that from the upcoming financial year, strict compliance will be mandatory. Contractors will be required to submit all necessary documentation including GST bills and royalty receipts for raw materials at the initial stage before bill submission.
JKCCC Chairman urged all contractors across Jammu & Kashmir to strictly adhere to the updated rules and regulations to avoid future complications.
Purza said, “I appeal to all contractors to ensure that they procure proper GST invoices and royalty receipts for all construction materials, including sand, bajri and other raw materials, from authorized sources. Compliance with the new norms is essential to avoid any hindrance in bill processing going forward.”
The JKCCC appealed to the J&K Govt to facilitate the availability of legally sanctioned sources of construction materials across all districts and tehsil level.
