SRINAGAR, July 23: The Jammu and Kashmir All Departments Clerical Staff Association (JKADCSA-Ministerial Federation) and Jammu and Kashmir School Education Non-Teaching Employees Forum (SENTEF) have raised serious concern over the administration stagnation caused by the continued freezing of non-teaching posts and delay in promotions of ministerial staff in the School Education Department (SED).
In a joint press conference held in Srinagar, the leadership of both associations termed the situation alarming.
They pointed out that due to the acute shortage of clerical and ministerial staff, non-teaching employees are being diverted to teaching assignments in various Government schools.
They argued that this not only affects teaching quality but also hampers the department’s administrative efficiency.
Presenting data to support their claims, the federations highlighted that in the Kashmir Division, 14 out of 24 Section Officer posts are vacant, while 97 out of 115 Head Assistant posts and 211 out of 586 Senior Assistant posts remain unfilled.
They said the situation is similar in the Jammu Division, where 21 out of 24 Section Officer posts are vacant, along with 91 out of 114 Head Assistant posts and 317 out of 554 Senior Assistant posts.
The leadership accused the administration of ignoring repeated requests and memorandums, stating that verbal assurances have yielded no action.
They demanded immediate de-freezing of all sanctioned posts, issuance of promotion orders for various non-teaching categories, and a comprehensive cadre review to ensure career progression.
The federation appealed to the Lieutenant Governor, Chief Secretary, and Principal Secretary of the School Education Department to personally intervene.
They warned that if their genuine demands continue to be ignored, they may be left with no choice but to resort to democratic forms of protest.
