SRINAGAR, Oct 27: The Jammu Kashmir All Departments Clerical Staff Association (Ministerial Federation) called on Chief Engineer I&FC Department, Kashmir and projected their pending issues.
During meeting various grievances concerning the clerical cadre of the department were placed before the Chief Engineer. Among the issues highlighted, particular emphasis was given to the matter of promotion of Junior Assistants (JAs) who have successfully qualified” the Secretariat Assistants Course (SAC) examination.
It was assured during the meeting that the case for their promotion would be taken up and considered on a priority basis. It is relevant to reiterate here that the Junior Assistants under reference had qualified the SAC examination almost six months ago, thereby fulfilling the prescribed eligibility criteria for promotion to the post of Senior Assistants under the applicable recruitment and promotion rules.
The SAC qualification represents and important milestone in the career progression of clerical staff and is intended to ensure that competent and trained personnel are elevated to positions of greater respojibility. However, despite their meritorious achievement and the considerable passage of time since acquiring eligibility, the much-deserved promotion has not yet been accord. Such prolonged delay has led to a sense of discouragement and dissatisfaction among the concerned employees, adversely affecting their morale and potentially hampering their efficiency.
It is pertinent to mention her that presently there are around 40 posts of Senior Assistant lying vacant, within the department. This vacancy situation exists despite the availability of eligible and qualified candidates. who could be promoted to fill up these positions.
They requested the Chief Engineer, Irrigation & FC Department, Kashmir to accord promotion to the qualified Junior Assistants.
