J&K mandates online single window for Recruitment Rules

JAMMU, Mar 30: Government of Jammu and Kashmir has made it mandatory for all departments to process proposals related to Recruitment Rules exclusively through an online single window system, aimed at ensuring transparency and time-bound disposal of cases.
According to a circular issued today by the General Administration Department (GAD), the online portal-developed by the ARI & Trainings Department in collaboration with BISAG, New Delhi-has been made fully functional and is now the sole platform for submitting proposals regarding the framing, amendment, or revision of Recruitment Rules.

The move follows the constitution of a committee for development of the single window system under a previous Government order. The portal, launched in November 2025, has undergone security audit and is hosted on the State Data Centre, with integration with e-Office also underway to enable a complete digital workflow.
As per the circular, no proposal related to Recruitment Rules will be entertained through any mode other than the designated portal with immediate effect.
All Administrative Departments have been directed to ensure strict compliance by routing proposals through the online system and issuing necessary instructions to concerned officials. Departments have also been asked to nominate and share details of nodal officers with the ARI & Trainings Department to facilitate smooth operation of the portal.
The GAD has urged all Administrative Secretaries to ensure adherence to the new system in letter and spirit.
