SRINAGAR, Mar 1: In a move aimed at tightening regulation of private educational institutions, the Government notified standardised inspection checklists for play schools and private schools across Jammu and Kashmir under the D-BRAP 2025 framework.
The notification, issued by the School Education Department, lays down uniform norms for approval and registration of play schools, grant of No Objection Certificates (NoCs) to Central Board of Secondary Education (CBSE) and Indian Certificate of Secondary Education (ICSE) schools, and for registration or renewal of private schools affiliated with the J&K Board of School Education (JKBOSE).
According to the notification, these services are already being provided online and have been notified under the Jammu and Kashmir Public Services Guarantee Act (PGSA).
Under D-BRAP 2025, it has now been made mandatory to standardise inspection checklists, define timelines and ensure uploading of inspection reports on the designated portal within the stipulated time.
The department has directed that the concerned Inspecting Officer shall upload inspection reports as per the notified checklists within 24 hours on the portal.
For play schools, the inspection checklist requires a valid Building Safety Certificate and Fire Safety Certificate.
Institutions must also meet minimum infrastructure requirements, including at least three classrooms, one staff room and a dedicated play area suitable for enrolled children, in accordance with SRO 123 dated March 18, 2010 and SRO 292 dated July 2, 2018.
Adequate sanitation facilities, including at least two gender-based child-friendly toilets and availability of safe drinking water, have been made mandatory.
Schools must also ensure provision of non-toxic, age-appropriate and safe play materials and equipment to safeguard children’s safety and well-being.
For granting NoC to CBSE/ICSE schools and for registration or renewal of private schools under JKBOSE, the checklist includes submission of previous affiliation and recognition orders in case of existing schools, Management Committee Certificate, Area Document Certificate (Map), Building Safety Certificate, Fire Safety Certificate, Pollution Certificate, Chemical Safety Certificate, Municipality Certificate, Traffic Certificate and requisite applicable fee.
The notification clarifies that the requirements from Management Committee Certificate to applicable fee are applicable to both new and existing private schools.
