SRINAGAR, Aug 6: Minister for Health & Medical Education, Social Welfare and Education, Sakeena Itoo, today ordered an inquiry to ascertain the circumstances that led to the electrocution of a student in the Ichgam area of Budgam district.

Speaking with reporters after visiting the victim’s family, the Minister termed the incident “tragic” and said it should never have happened.
“It should not have happened. If the child went out during school hours, it means the school had no control. There will be an inquiry into it,” she said.
The Minister issued strict directions to the district administration to ensure a transparent and time-bound inquiry into the incident, fix responsibility on those found negligent, and take action as per law.
She said the main issue was with the PDD and its personnel, who were not present at the scene. “I have directed the ADC to carry out an inquiry to ascertain why a live wire was left unattended,” she said.
Sakeena added that the investigation would be conducted properly and action would be taken against those found involved – whether from the Education or PDD departments.
MLA Chadoora Ali Mohammad Dar, MLA Khan Sahib Saif-u-Din Bhat, Director School Education Kashmir and other senior district officers also accompanied the minister.
During her visit, Sakeena met the bereaved family to offer condolences and express solidarity with them during this difficult time. She assured them that accountability would be fixed and swift action taken against those responsible for the negligence.
She further said the Government stands with the family in their hour of grief and assured them of all necessary support and assistance.
Earlier, the Minister had visited the site of the incident and took on-spot stock of the circumstances leading to the tragedy. Later, she held a brief meeting with Deputy Commissioner Budgam, Dr Bilal Mohiuddin Bhat, and other senior district officers at Dak Bungalow regarding the incident.
She also directed the district administration to review safety measures near all schools and other public institutions so such incidents can be prevented in the future.
During the meeting, the Deputy Commissioner informed the Minister that an enquiry committee has already been constituted to investigate the incident, ascertain how it occurred, identify any lapses, and ensure accountability.
