Of Rs 100 crore project cost; JMC to pay 20 cr, NAFED 80 cr

JAMMU, May 2: About 45 per cent of work on the Integrated Solid Waste Management (ISWM) plant at Kot Bhalwal area in the outskirts of Jammu city is complete and the plant might be made operational by September 2025 after which it will check the polluting effect of unscientific disposal of municipal solid wastes in water bodies, canals and landfills, ensuring its sustainable and scientific disposal besides generating non-conventional renewable energy in the form of biogas.

Sources informed, to mitigate the issues related to the unscientific disposal of municipal solid wastes in Jammu city, the Administrative Council (AC) under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the establishment of ISWM project by National Agriculture Cooperative Marketing Federation of India (NAFED) in 2021.
To implement the project, the urban local body Jammu Municipal Corporation (JMC) signed an agreement with NAFED to set up a 350 MT capacity ISWM plant along with an ancillary bio-CNG generating plant and bio-landfill at Kot Bhalwal according to the norms of J&K Pollution Control Board (PCB).
It is pertinent to mention here that NAFED is an apex organization under the Union Ministry of Agriculture having substantial experience in the management of bio-wastes.
As per the agreement, NAFED will manage the entire solid waste of Jammu city through the proposed ISWM project for a period of 25 years.
When contacted, JMC Commissioner, Dr. Devansh Yadav informed that the biogas plant of the project will be made operational after its completion in September 2025.
“The unit of Material Recovery Facility is ready and it processes dry garbage separating plastic bottles, glass materials, metals etc from the garbage,” he further said adding that the plant will be environmental friendly as it will follow all the norms of PCB.
The JMC Commissioner said that the plant will process the garbage and other wastes from all of the 75 Wards of JMC and it will have a capacity of processing 350 MT of garbage per day.
“The biogas which will be produced by the plant will be supplied to Indian Oil Corporation through NAFED,” he maintained adding that the project will be completed at an expenditure of Rs. 100 crore of which JMC has to pay Rs. 20 crore only and the rest amount will be paid by NAFED.
Dr. Yadav also said that the work on the project was started in the year 2022.
Sources informed that the project timeline at the start was 2 years.
Authentic sources in the JMC informed that about 300 plus garbage collecting autos are daily collecting the garbage from door-to-door in all the 75 Wards of JMC and this garbage is being dumped daily near ISWM project site in Kot Bhalwal.
They further informed that bioremediation of the waste already lying at the site in Kot Bhalwal for years, has started and a park is under plan at the site after the area is cleared.
Bioremediation is a managed or spontaneous process in which chemical reactions mediated by microbiological organisms degrade or transform contaminants to less toxic or nontoxic forms, thereby remedying or eliminating environmental contamination.
