Validity of old OBC certificates

JAMMU, Dec 12: All OBC Organistions Forum, Jammu in a meeting held at Muthi today, discussed the issue of withholding of joining of large number of candidates selected under OBC category by Jammu and Kashmir Services Selection Board (JKSSB).
The meeting was followed by press conference in which General Administration Department (GAD) was appealed not to play with career of OBC youth and issue necessary clarification to JKSSB to avoid further harassment of OBC youth.
Balwant Kataria, general secretary, All India Backward Classes Federation, (AIBCF) explained that Other Backward Classes (OBC) certificate was having nomenclature as “ Other Social Caste(OSC) till 15-03-2024 and the certificates were valid for five years. Thus all certificates issued upto 15-3-2024 were valid for five years from the date of issue. On 15-3-2024, the nomenclature was changed from OSC (Other Social Caste ) to OBC (Other Backward Class). JKSSB is not accepting the OSC certificate even though it has its validity.
They are insisting on OBC certificate (Changed Nomenclature). The point of contest is whether OSC certificate having validity of five years mentioned on it is invalid. Candidates are being asked to produce OBC certificate or they may lose their selection. In some other cases, OSC (State) certificate has been issued on central proforma by the Tehsildars and candidate is being put to loss without any fault of him/her.
FC Satia told that career of hundreds of OBC candidates is at stake and candidates are running here and there as to why a certificate issued by competent authority (Tehsildar) having validity being rejected by JKSSB. There is complete chaos in the selected constables in JK Police. Visually, there is complete failure of Govt administration. Every now and then, there is issue in OBC category.
Convener OBC Mahasbha, Bansi Lal Choudhary said, “Simply change of nomenclature does not make an OBC candidate, a General candidate. Moreover, J&K Govt has never notified that previous certificates i.e OSC shall be invalid after change of nomenclature. It is high time that JKSSB should apply their mind in a positive way, take up the matter with GAD, seeking clarification, if any and safeguard the hard earned selection of OBC candidates.”
Forum demanded immediate intervention of LG for resolution of this issue and also hold a workshop on OBC certificate.
