Instructions on APRs being flouted

JAMMU, Aug 29: The repeated instructions on Annual Performance Reports (APRs) of the Gazetted Officers are not being strictly followed in Jammu and Kashmir thereby unnecessarily delaying inductions/promotions of the eligible officers besides affecting the career progression.
The General Administration Department vide Order No.1311-GAD of 2001 dated November 9, 2001 issued detailed instructions/procedures for writing up, custody and maintenance of the Annual Performance Reports of all the Gazetted officers.
In the instructions, it was mentioned that Secretaries to Government shall obtain statements from the Heads of Departments on the prescribed proforma showing names of officers in respect of whom the reports have been initiated/reviewed/accepted and this should be monitored from time to time so as to ensure that the APRs are written, reviewed and accepted in the prescribed time limits.
However, it has been observed that these instructions are not being followed strictly in most of the cases as a result of which the inductions/promotions of the otherwise eligible officers at different levels get delayed unnecessarily. The casual manner, in which some of the officers record the assessments about the officers, makes it difficult to make a final assessment about the performance of the officers.
Taking serious note of this, Secretary GAD, M A Bukhari has enjoined upon all the concerned to strictly adhere to the instructions and follow the prescribed time lines in letter and spirit while writing up APRs.
