JAMMU, Jan 12: “Install speed governors device in the commercial vehicles to prevent road accidents, whish is rising in the State of Jammu and Kashmir”, said Dr Kamaljit Soi, member, National Road Safety Council, Ministry of Road Transport and Highways, Govern-ment of India.
Interacting with media persons, Dr Soi said that as per Ministry of Road Transport and Highways (MORTH), the State of Jammu and Kashmir accounted for 5861 accidents in the country in the year 2014 with 928 accidental deaths and as per the National Crime Records Bureau report for the year 2014, accidents taken place in Jammu and Kashmir accounted for around 1030 accidental deaths and 7958 fatal injuries on account of 5830 road accidents in the State.
He added that because of improper implementation and lack of enforcement, the desired results for implementation could not be obtained and achieved in as much as the State lacked in their intent on the implementation of the Speed Governor regime.
“No effort was made by the State to ensure availability of speed governors to achieve the intent and directions of the High Court as mandated vide its order in PIL No. 1074 of 2011”, he stated.
Dr Soi disclosed that in a letter dated 21 August 2009, MORTH had suggested that for the fitment of speed governors through proper tender/eligibility criteria process and follow a very stringent MIS system to ensure quality of speed governors installed and avoid fly-by-night and sub-standard manufacturers and do away with tampering issues and provide a proper AMCs and after sales service.
In addition in case the vendor does not meet the requirements a stiff penalty could be imposed to safeguard the interest of the State, he said, adding that thus to ensure effective implementation, the State Governments should invite tenders with suitable eligibility criteria and should not be implemented through open market process which has been extensive abused and misused.
