JAMMU, Nov 22: Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA) today criticized the manner in which J&K bureaucracy is dodging the Government machinery in the UT since the fall of popular Government and abrogation of Article 370, especially in the matters related to welfare measures being announced by the Modi Government for SC/ST/OBCs of the UT.
“Even the visit of various parliamentary committees was focused towards Kashmir and Leh, there by ignoring Jammu Division totally. Irony is that the parliamentary committee for the welfare of SC/STs too remained confined to Kashmir only,” the JKRCEA working president Prof GL Thappa said while addressing a press conference, here today. He alleged that there seems to be a conspiracy to snatch the rights of Gujjars, Bakerwals, Gaddis and Sippis by moving a proposal to give ST status to Pahari Speaking people, which is otherwise ill legitimate and unconstitutional.
“On one hand, J&K bureaucracy is hell bent upon damaging the welfare schemes meant for SC/ST/OBCs in J&K by way of defying Presidential Order, stay order of Supreme Court of India in matter of Reservation in promotions and on the other hand, there is no practical evidence of extension of all Constitutional provisions to J&K on the ground,” he added.
Prof Kali Dass (member presidium) said that implementation of Mandal Commission report is awaited in JK and the unconstitutionally carved categories are enjoying good share of reservation in educational institutions and employment at the cost of depriving OBCs of their due share.
Mohinder Bhagat (working general secretary) and Sham Bassan (member presidium) urged upon the President of India to give clear direction to the J&K LG to end encompasses in the matter of reservation in promotions for SC/STs, implement the Presidential Order of 1st March 2019 and implement Mandal Commission Report in J&K.
