Srinagar, July 31: The Health and Medical Education (H&ME) Department has taken a decisive stance against doctors who pursued higher education without proper authorization, directing all heads not to accept the re-joining of such doctors.
As per the directives issued, the heads are now required to submit a list of such doctors within one week. The decision came after the department uncovered cases of doctors pursuing higher studies and registrarship without seeking prior permission from the competent authority.
As per the order, it was found that some Heads of the Departments were allowing these doctors to rejoin after a prolonged gap of 2-3 years, which is against the rules and regulations.
As a result, the H&ME has instructed all heads not to entertain applications for re-joining from doctors who are in the unauthorized absence and have been absconding from their duties, noting that prior approval from the Administrative Department is now mandatory for any such rejoining to take place.
The heads of the respective departments have been directed to submit the cases of doctors who are in unauthorized absence within one week, underlining that after the deadline, the Administrative Department will not entertain any further cases.
The order also holds the Heads of Departments accountable for reporting any instances of unauthorized absence promptly, adding that they are required to issue necessary instructions to the field officers and DDOs (Drawing and Disbursing Officers) under their jurisdiction to immediately notify the concerned HoDs and the Administrative Department about any employee or doctor who is absent from duty without authorization.
The Health and Medical Education Department has made it clear that disciplinary action will be initiated against those found in violation of these directives.
