Nominates Nodal Officers for MoHFW’s NPSIF in J&K

Srinagar, Feb 4: The Health and Medical Education (H&ME) Department has approved the 100 per cent increase in the intake capacity in General Nursing and Midwifery for the Royal Institute of Para Medical Sciences (RIPMS), operational in the Darind area of district Ganderbal.
The increase in intake capacity from 45 to 90 seats has been approved after the relevant authorities conducted the requisite inspection.
According to officials, the H&ME has approved the provisional NOC to the Royal Institute of Paramedical Sciences to increase the number of seats for General Nursing & Midwifery, which is a Diploma Course.
The J&K Paramedical Council, Act of 2014’s rules must be followed, and the Institute shall not impose any capitation fees as part of the terms and conditions of the provisional NOC.
Additionally, it has been stated that the permission will be subject to any policy the Government may issue in the future to regulate these Institutes and that the selection of candidates for admission to the aforementioned Courses must be done based on merit in accordance with the rules established by the Government from time to time through the J&K Board of Professional Entrance Examination (BOPEE).
The J&K Paramedical Council has been instructed to periodically audit the institute to track and evaluate the infrastructure’s sufficiency concerning the number of trainees.
“An amount of Rs. 5000 per trainee per session shall be charged by the Institute on account of providing hospital facility and the amount so received be utilized for Hospital Development fund of the Hospital to which the institute is attached,” H&ME said.
Furthermore, the J&K Paramedical Council has been instructed to administer exams to the trainees in the same manner as the AMT/ANMT Schools in the UT of J&K.
Meanwhile, the Government has nominated Principal, GMC Srinagar and Jammu as Nodal Officers for the National Patient Safety Implementation Framework (NPSIF).
“Government Medical College, Jammu and the Government Medical College, Srinagar as the Centre of Excellence’ for effective implementation of National Patient Safety Implementation Framework (NPSIF) in the UT of Jammu and Kashmir,” H&ME said.
It added that the Nodal Officers, so nominated, shall be responsible for reporting and monitoring the patient safety data of their respective divisions of UT of J&K. “The Centres of Excellence established in the Medical Colleges shall be used for capacity building of the Implementing Agencies/Hospitals/Institutes and dissemination of best practices for replication.”
The officials said that the Ministry of Health & Family Welfare reviewed global and regional frameworks for patient safety and conducted appropriate engagement with stakeholders before identifying six main strategic objectives for the NPSIF (MoHFW)
In addition to assessing the nature and scope of adverse events in healthcare and establishing a system of reporting and learning, the framework, officials said, aims to improve structural systems to support the quality and efficiency of healthcare and place patient safety at the core of the national, subnational, and healthcare facility levels.
The NPSIF, officials said, also focuses on ensuring that the staff is qualified and skilled, cognizant of patient safety, and sensitive to preventing and controlling infections related to healthcare.
The Government will also be aiming to undertake international campaigns for patient safety, increase patient safety across all programmes, and strengthen capacity for and promote patient safety research under the Framework.
