High Court Judges’ delegation visits Kargil to review judicial infra, promote reforms

KARGIL, June 10: A high-level delegation comprising Justices Vinod S Bhardwaj, Pankaj Jain, Jasjit Singh Bedi, Nidhi Gupta, Harkesh Manuja, Aman Chaudhary, N S Shekhawat, and Vikram Aggarwal from the High Court of Punjab & Haryana, along with Ritu Palli—spouse of Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh—visited district Kargil from June 7 to 9 via Zojila Pass.
The visit aimed to familiarize the judges with the region’s judicial infrastructure, functioning of courts, and foster mutual understanding on judicial reforms, administrative practices, and infrastructure development between high courts and subordinate courts.
The delegation was warmly received at Drass by Principal District & Sessions Judge Spalzes Angmo, District Magistrate Shrikant Balasaheb Suse, DLSA Secretary Chemit Yurgyal, Additional SP Nitin Yadav, Munsiff Sadiq Ali Wazir, Advocate Reyaz Ahmad, and SDM Vishal Atri, among others. Deldan Angmo, Mobile Magistrate, Kargil, escorted the dignitaries throughout the visit.
Paying homage to the martyrs at the Kargil War Memorial, Drass, the delegation also inspected upcoming court complexes in Drass and Sankoo. They reviewed project designs and offered valuable suggestions, which were duly noted by executing engineers. The dignitaries held interactive sessions with judicial officers, Bar members and other stakeholders.
A visit to the Munshi Aziz Bhatt Museum acquainted the judges with Kargil’s rich trade and cultural history. The delegation also toured a forward border post to interact with deployed army personnel and later explored the scenic Suru Valley, engaging with administrative officials.
A cultural evening and dinner were hosted in their honour by the district administration, attended by LAHDC Kargil Chief Executive Councillor Dr Mohd Jaffer Akhoon and other senior officers.
Before concluding their tour, the judges visited the upcoming District Court Complex at Kurbathang, where they were briefed on ongoing works and held meaningful discussions with the Bar and judiciary members. The delegation later departed for Leh, marking the end of a significant visit focused on judicial connectivity and collaboration.
