SRINAGAR, Apr 17: The High Court today directed both the Divisional Commissioners of Kashmir and Jammu to submit their reports on conditions of stranded persons in J&K on account of lockdown.
The direction followed after the attention of the court was drawn to the issue of large number of migrant and contract labourers, visitors to places of religious importance in J&K and tourist spots who are stranded in J&K on account of lockdown.
Court has been informed that these people have been given temporary shelters in mosques and other places without any formal plan for their transportation back to homes. “It is also submitted that these persons are living in deplorable conditions and their essentials are not being met”, Court has been informed.
Court directed both the Divisional Commissioners to submit a report with regard to conditions of these persons. “We shall be informed about the locations of such persons and measures which are being undertaken for ensuring needs of these stranded persons and the action plan regarding them,” the Division Bench of Chief Justice Gita Mittal and Justice Rajnesh Oswal directed.
Member Secretary to JKSLSA has been directed to collaborate with the authorities to supplement the steps underway in this regard.
With regard to Darbar Move, the Court has directed Secretary Finance department to place before the court an estimation of the salary bill for one week of the staff which is involved in the Darbar Move.
Secretary Transport department has been directed to file the details of transportation of Move for last two years within two days positively as he has failed to submit these details in terms of previous directions.
Principal Secretary to Social Welfare Department is under direction for filing of a status report indicating therein the specific category of families of healthcare personnel, officials, doctors, nurses, ambulance drivers, Safai Karamcharis and police personnel who are also engaged with COVID-19 issue.
Court has been informed that 10103 police personnel have been deputed in Srinagar on COVID-19 related issues. With regard to security of Darbar Move for the year 2018 and 2019, the DGP, as per previous directions, has given the details of police personnel.
With regard to constitution of committee on felling of Russian poplar trees, Court has been informed that Chief Secretary has constituted a Committee in terms of last order and 10 days’ time has been sought to place a report before the court regarding consideration by the said committee and the decision taken thereon.
