HC directs H&UDD to consider SMC request on segregation of waste

Srinagar, May 29: High Court today directed the Housing Department to consider the request of Srinagar Municipal Corporation for financial support for segregation, dumping and treatment of the waste in the city.
The direction came after the SMC counsel Moomin Khan drawn the attention of the Court towards the previous status report wherein Corporation had highlighted the complete project which is being run by it from its internal resources.
In this regard Corporation had addressed a communication to the Housing and Urban Development Department requesting for requisite financial support. However, it is submitted that no financial support has been extended to the Corporation till date.
“A direction is issued to the Housing and Urban Development Department to consider the request made by the SMC and take a decision thereon within three weeks from today. The same shall be informed to the Housing and Urban Development Department and place it on record before the next date of hearing”, Division Bench of Chief Justice Gita Mittal and Justice Rashid Ali Dar directed.
Meantime, Court after perusal of the status report of Corporation said it would show that no concrete steps at all have been taken with regard to the order previous order. “The Srinagar Municipal Corporation (SMC) has filed a status report dated May 27, 2019 merely setting out proposals made by the Chief Sanitation Officer without anything more”, reads the order.
Court issued a direction to SMC to place before the court the stepwise method of garbage collection; its segregation; its dumping and ultimate treatment accorded to it. The SMC, court said shall specifically inform about the manner in which garbage is collected from the households and the location of the dumping sites.
“The SMC shall also give a list of the locations at which it has installed segregated dustbins in the city of Srinagar and the manner and schedule in which the garbage is collected there-from”, mentions the order.
State counsel has been directed to bring a report with regard to the Solid Waste Management by-laws positively before the next date. Such report shall be filed by the SMC within three weeks from today.
