SRINAGAR, July 11: High Court today directed the Srinagar Municipal Corporation (SMC) authorities to take concrete steps to address the menace of stray dogs in the Kashmir valley.
A Division Bench of the High Court comprising Chief Justice M M Kumar and Justice Dhiraj Singh Thakur, while hearing the proceedings of a Public Interest Litigation submitted by advocate A R Hanjura last year over the increasing population of canines in Kashmir valley, rapped the Government through its counsel Advocate General M I Qadri for not filing the compliance report within three weeks time given by the court in previous hearing.
The bench observed that time schedule given by the court to submit the compliance report was not adhered to. “We are not able to tolerate this type of slackness. We want serious concerns of Administrative Departments”, the bench further observed.
The compliance report over the dog menace on behalf of Executive Committee, State Animal Welfare Board, showed that around one lakh dogs are in the Srinagar city and till date over 1500 have been sterilized.
The court asked the Government whether any test laboratory is available about rabid dogs. It also asked the Government about the methods adopted to treat a person bitten by a rabies dog.
While arguing the case, Advocate Mian Qayoom pointed out that recently two persons died after they were bitten by dogs. In response, the court observed, “we only want nobody should die by dog bite.”
The counsel for SMC advocate Firdous Ahmad Mir said that 50-60 dogs are sterilized everyday by the SMC authorities.
