JAMMU, July 18: JKNPP MLA and its chairman Harshdev Singh has questioned the modus operandi followed for release of a supplementary grant of Rs 35 crore for Srinagar district in addition to the initially proposed Annual Plan outlay of Rs 63.47 for 2013-14 in the District Development Board (DDB) meet yesterday.
He pointed out that where as all other districts of the State were provided plan funds as per proposed plan outlays, a unique mechanism was evolved for favouring Srinagar district by announcing supplementary grants of Rs 35 crore under the grab of Special Area Development Programme (SADP). He said this was done in utter deprivation and neglect of all other Districts including the capital city of Jammu and the highly deprived and remote Districts of Doda, Udhampur, Kupwara, Baramulla, Rajouri, Poonch etc which were not provided any additionality/ supplementary funding despite huge hue and cry raised by the members of these DDBs. He said that not only were the other districts deprived but also the Govt action defied logic as it failed to indicate the factors that made Srinagar district alone as eligible for grant of SADP to the exclusion of other districts. He said that Srinagar district had already been provided funds under ADB besides its funding under a plethora of Urban Schemes including JNNURM, UIDSSMT, PMRP, UEED etc which were not available to rural Districts of the State.
Charging the Govt with financial impropriety and political consideration in the matter of release of funds, he said that the public exchequer was used in utter defiance of principals of accountability and transparency.
Harshdev further expressed his grave concern over the raw deal given to the resolutions passed in DDB meetings and decisions taken in such meetings in pursuance of issues discussed therein.
