Harsh alleges misuse of PSOs, demands review of policy

JAMMU, Mar 26: Alleging misuse of the services of PSOs, National Panthers Party MLA, Harshdev Singh, today stressed the need for immediate review of the existing policy to check burgeoning Security Related Expenditure.
Raising the issue during Zero Hour in the Legislative Assembly, Mr Singh said, “as per the information received under Right to Information Act an amount of Rs 150 crore was spent on the security last year and the figure has gone up to Rs 200 crore this year”, adding “the PSOs are being given as charity and those persons who don’t fall in the category have been provided the security”.
Laying stress on the review of the policy, he said, “on one side the Government is spending crores of rupees on the security of separatists and on the other side PSOs have been given to the non-deserving persons”, adding “there must be rationalization of services of PSOs”.
Jammu State Morcha (JSM) MLA, Ashwani Sharma accused the Government of adopting pick and choose policy in the special recruitment drives. “It seems that recruitment drives are being conducted in the areas of the Ministers’ choices”, he said, adding “it is unfortunate that no recruitment rally has so far been organized for the Bishnah youth despite the fact that 50 villages are situated on zero line”.
He asked the Government to shun the ‘discriminatory’ policy and conduct recruitment rally in the Bishnah tehsil.
National Panthers Party MLA from Udhampur, Balwant Singh Mankotia expressed serious concern over the new recruitment policy and said, “Government should immediately review the policy otherwise there would be protests”.
However, Minister for Agriculture, Ghulam Hassan Mir informed the House that the policy was framed keeping in view the scarce resources of the State and decision of the Government in this regard has been even endorsed by the High Court.
Aijaz Jan demanded adequate funds for completion of road projects in Poonch while as Qamar Ali Akhoon demanded early commissioning of power project in Kargil.  Yashpaul Kundal called for upgradation of electric infrastructure in Samba while as G M Saroori demanded engagement of local manpower in the power projects in the Chenab Valley.
Krishan Chander Bhagat demanded more administrative units in Chenani areas while as Indu Pawar called for setting up of ITI in Marh. Ashok Kumar demanded regularization of Daily Wagers working in different departments in Ramban district.
Javed Dar demanded a survey to ascertain losses due to disease to the fruit bearing trees in his area. T Namgyal demanded early filling up of vacant posts in health institutions in his area. Er Rashid demanded streamlining the functioning of Kupwara Treasury, whereas Mohammad Ashraf Ganai demanded sufficient funds for the modernization of canal in Sopore.
Bimla Luthra demanded adequate number of hand pumps in Kandi areas to overcome the problem of drinking water while as Nasir Aslam Wani demanded increasing the frequency of flights to Leh and Kargil. Aga Ruhulla Mehdi called for expeditious completion of road projects which have been taken up under NABARD in his constituency.
Rashpal Singh, Charanjeet Singh and Mohammad Sharief Niaz also raised issues pertaining to their constituencies.
