Contractors’ bills to the tune of Rs 6184 cr cleared

JAMMU, Mar 13: A whopping Rs 3464.35 crore liability of the Jammu and Kashmir Government is pending on account of the GPF, gratuity, leave salary and commutation bills of the Government employees retired during past over one year from the active Government service.

In the written reply to the question of PDP Member, Mir Mohd Fayaz in the Legislative Assembly today, the Government admitted that bills worth over Rs 3464.35 crores of the J&K pensioners are pending in 121 Government treasuries across the Union Territory as on March 3, 2025.
While giving details, the Minister Incharge Finance told the House that the GPF liabilities towards the pensioners are on the higher side, followed by Gratuity and the leave salary. He disclosed that GPF bills worth Rs 1803.37 crore, gratuity worth Rs 1049.27 crores, leave salary Rs 388.22 crores and commutation bills worth Rs 223.69 crores are pending in various Government treasuries across the Union Territory.
Responding to yet another question, Government said these financial liabilities have not created due to poor financial planning. It said all the financial liabilities are being regularly discharged.
During 2024-25, Rs 5200 crores have been paid for clearing GPF liabilities of the pensioners, Rs 1041 crores on account of Gratuity, Rs 953 crores for commutation and Rs 278 crores on account of leave salary of the retired employees.
While referring to the delay in the payments, the Government said the bills are cleared by the Treasuries as per the availability of resources.
The Government further disclosed that during 2024-25, the contractors/ firms bills for capital works worth Rs 6184 crores were also cleared. All the bills of contractors up to January 7, 2025 stand cleared, the Government claimed.
During 2022-23 the GPF subscription of 2,09459 employees was to the tune of Rs 3929.24 crores while it was Rs 4090.77 crores of 202904 employees during the year 2023-24.
Referring to the austerity measures taken during past two years, the Government said that with these measures apparent savings of Rs 670 crores were made. For reducing fiscal deficit various measures were taken which include augmentation of Revenue from Rs 6273 crores in 2013-14 to Rs 13903 crores in 2023-24. The non-tax revenue has increased prom Rs 2870 crores in 2013-14 to Rs 6431 crore in 2023-24.
While responding to a question on purchase of vehicles during last two years, the Government disclosed that during 2022-23 and 2023-24, the Finance department released Rs 121.45 crore and Rs 38.89 crore for the purchase of vehicles for various departments and about Rs Rs 102 crore stands utilized for the purchase of vehicles.
