JAMMU, Apr 2: The Finance Department of Jammu and Kashmir Government has fixed a 20-day timeline for issuance of new excise licenses under JKEL-12, JKEL-13 and JKEL-14 categories, covering denatured, industrial and institutional spirits, respectively.
As per the order, for JKEL-12 licenses-which include wholesale of denatured spirit, and wholesale, retail, possession and use of denatured spirit-the Deputy Excise Commissioner (Executive) has been designated as the authority to grant the license within the stipulated period.
For JKEL-13 licenses, which relate to possession and use of absolute alcohol, rectified spirit, denatured neutral spirit (DNS), specially denatured spirit (SDS), methylated spirit (MS) and plain spirit for industrial purposes, the same officer will act as the designated authority with a 20-day deadline.
For JKEL-14 licenses, meant for institutions and organizations, the services include possession and use of absolute alcohol, rectified spirit, DNS, SDS, MS, plain spirit or any other spirit or alcohol for institutional use. The Deputy Excise Commissioner (Executive) will also serve as the designated officer for this category.
In all three cases, the Deputy Excise Commissioner (Distilleries), Jammu has been notified as the First Appellate Authority, while the Excise Commissioner, J&K will act as the Second Appellate Authority.
