Govt releases Rs 3.5 cr to Ayush for upgradation of services

Srinagar, July 23: The Government has released over Rs 3 crore under the National Ayush Mission for Ayush J&K for various developmental works apart from setting up of the three 50-bedded hospitals in Jammu as well as in Kashmir and the upgradation of existing services.
As per details, the funds have been released under Centrally Sponsored Scheme ‘National AYUSH Mission’ amounting to Rs. 3.59 cr sanctioned by the Ministry of AYUSH, Government of India, and its placement at the disposal of Director Ayush, J&K for its utilization during the current financial year 2022-23.
The conditions that have been set for the release of funds include that the expenditure shall be made strictly according to the classification under which funds have been authorized by the Finance Department.
The Treasury Officers have been directed not to entertain bills without complete classification under which funds have been authorized by the Finance Department.
“Drawing and Disbursing Officer (DDO) shall complete all codal formalities before the presentation of bills at the Treasury while the Treasury Officer shall not allow parking or drawl of funds in the Civil Deposit without prior concurrence of the Finance Department,” reads the document informing about the release of funds.
The works that are going to be taken up include Infrastructural Development (UG) GUMC Ganderbal Kashmir and Infrastructural Development (UG) GAMC Akhnoor, Jammu including up-gradation of standalone Ayush Hospitals. The upgradation of standalone Ayush Hospitals Manpower for 4 units (Ayush Unit Handwara, GMC Jammu, GAH, GUH) will also be taken up.
Under the plan, the upgradation of Govt. / Panchayat/ Govt. Aided Dispensaries which are around 285 are also going to be taken up apart from setting up of 50 bedded 3 integrated Ayush Hospital Kupwara, Billawar & Kulgam.
Further, the Director, Ayush, J&K has been directed to send a status report about the scheme in terms of physical and financial progress made during the current financial year
“Director, Ayush, J&K shall send Utilization Certificate (UC) of the funds as early as possible and positively before 31-03-2023 to Government of India under intimation to this department.”
Also, it has been stated that all the sanctions/ approvals and clearances shall be in place before the drawl of money from the treasury, while as Director of Finance, H&ME Department shall vouchsafe the availability of funds on BEAMS Portal.
Director Ayush, J&K has been directed to draw the funds as per actual demand/requirement while it has been noted that all codal formalities as per GFR 2017 shall be followed while incurring expenditure out of the funds authorized.  As per the details, it has been underlined that the funds shall be utilized for the specific purpose only without any deviation.
