Govt re-constitutes UTLSC, DLCs under VVP-II

JAMMU, Dec 1: The Jammu and Kashmir Government has reconstituted the Union Territory level Screening Committee (UTLSC) and District Level Committee(s) (DLCs) under the Vibrant Village Programme-II.
As per an order, the new UT level Screening Committee shall be headed by the Chief Secretary, with Administrative Secretaries of the Tourism, Agriculture Production, Power Development, Public Works (R&B), Industries and Commerce, Social Welfare, Cooperative, Skill Development, School Education, Health and Medical Education, Rural Development and Panchayati Raj departments and representatives of Border Guarding Forces (9th Corps/15th Corps/16th Corps/BSF Jammu/BSF Kashmir) as members and Administrative Secretary, Planning, Development and Monitoring Department as the Member Secretary.
The mandate of the revised UTLSC shall be to bring on board representative of a department concerned with the works/projects proposed in Village Action Plans, as and when required.
This committee, which shall hold at least one meeting every third month, can co-opt representatives from concerned Border Guarding Forces to ensure that the strategic objectives of the VVP-II are ensured, the order said.
The UTLSC shall monitor and handhold the district administration in the planning process besides ensuring coordination of the District administration with nodal departments implementing CS/CSS/State/UT schemes and facilitating the availability of operational/schematic guidelines of these schemes to the District administration for robust planning.
Further, the Union Territory level committee has been tasked with examining comprehensive Village Action Plans (VAPs) or cluster-level plans as per the implementation guidelines and to prepare plans for a cluster of villages for value chain development (seed money), working capital for FPOs/SHGs of select villages, border specific outreach projects, development of tourist circuits, SMART classes, infrastructure gap filling, livelihood centres, or any other public purpose in line with the objective of VVP-II.
Recommending VAPs or cluster-level plans for approval by Project Approval and Monitoring Committee, physical and financial monitoring of the approved works/projects, taking note of police and other bottlenecks in the physical and financial progress of the approved projects , and ensuring real-time updation of progress by the district teams besides ensuring availability of human resources for optimum utilisation existing/created infrastructure in identified villages, and certifying the technical feasibility and cost appropriateness of the proposed projects are the other terms of reference of the new UTLSC.
Similarly, the DLCs shall be headed by the Deputy Commissioner(s) concerned, with Superintendent Engineers of PW(R&B) and PDD, Assistant Commissioner(s) Development, District Social Welfare Officer(s), Principal(s) ITI/Polytechnic College of the concerned district, and Assistant Director(s) Tourism as Members and Chief Planning Officer(s) concerned as the Member Secretary.
This committee shall meet at least once every month and co-opt representatives nominated by concerned Border Guarding Forces to incorporate the strategic needs of developmental projects in respect of development projects in respect of identified villages.
As far as terms of the reference of the DLCs are concerned, they will prepare and recommend Village Action Plans along with Detailed Project Reports (DPRs) for the proposed works/projects besides and also ensure that all proposed works/projects comply with scheme norms if proposed under any existing scheme (convergence) and are recommended with clear remarks and justification, in case they are proposed under Vibrant Village Programmes, despite being eligible under an existing scheme.
The DLCs will also certify the technical viability, reasonableness of cost, and the economic/social viability of the proposed projects, and also ensure geo-tagging of the location of all proposed projects besides monitoring the timely completion of the approved projects and propose cluster-based projects and works to the State/UT Level Committee.
