JAMMU, Mar 30: The Jammu and Kashmir Government has prepared a Detailed Project Report (DPR) for repair and renovation of migrant camps in Jammu at the cost of Rs 8245.62 lakh and the proposal has been taken up with the Finance Department for financial concurrence.

This was revealed in the Legislative Assembly today by Chief Minister Omar Abdullah, who holds charge of Disaster Management, Relief, Rehabilitation & Reconstruction Department, in written reply to BJP MLA Devyani Rana.

The reply was read by Deputy Chief Minister Surinder Choudhary in the House on behalf of the Chief Minister.
There was uproar in the House after Choudhary’s reply as BJP MLA Balwant Singh Mankotia started raising the issue of daily wagers while his party colleague Kuldeep Raj Dubey raised his voice for Talwara (Reasi) migrants.
“The BJP didn’t solve the issues of Kashmir migrants, Talwara migrants and daily wagers during last 12 years. They are just playing to the galleries now. They (the BJP) did nothing for the migrants when they could. They are just creating uproar now,’’ the Deputy Chief Minister said.
Dubey, who represents Reasi Assembly segment, vociferously raised the issue of Talwara migrants in the Assembly but his voice was lost in the din as Speaker Abdul Rahim Rather announced that the Question Hour was over.
Balwant Singh Mankotia said the Government had set up a Committee last year for regularization of daily wagers in different departments and gave it six months time to submit report.
“Now one year has passed but nothing has been done for regularization of daily wagers,’’ Mankotia said.
The Speaker, however, told Mankotia that a private member’s bill on the issue (regularization of daily wagers) is listed before the House today and he can speak on it then.
In his written reply to Devyani Rana’s question, the Chief Minister said a DPR for repair and renovation of migrant camps in Jammu amounting to Rs 8490.15 lakh has been prepared by the Chief Engineer and technically vetted by the Engineer-in-Chief (Technical Secretary) for Rs 8245.62 lakh.
“The proposal has been taken up with the Finance Department for financial concurrence,’’ he said in the written reply.
It said the Finance Department has advised that prior to according concurrence, an inventory of all assets constructed/under construction under PMDP be prepared and the proposal for handing over these assets to the PW (R&B) Department be initiated in view of limited engineering capacity of the Relief Organisation, and that at least 50 percent of the technically vetted cost be provisioned under the CAPEX budget 2026-27 along with adequate annual maintenance provisions considering the recurring nature of upkeep.
Accordingly, the Government said, the inventory of assets has been prepared and the matter for transfer of maintenance to the PW (R&B) Department has been taken up. Further, necessary budgetary provisioning under CAPEX 2026-27 along with provision for regular annual maintenance has been requested in line with the advice of the Finance Department.
The Government said that similar action has been initiated in respect of transit accommodations in the Kashmir Division, with directions issued to ensure adequate budgetary provisioning and timely upkeep of infrastructure.
