JAMMU, Apr 9: The Jammu and Kashmir Government has nominated 20 officers, 16 of them IAS, as District Mentors to oversee the Nasha Mukt Bharat Abhiyaan in the Union Territory.

As per an order issued by the General Administration Department, Shaleen Kabra, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been nominated as District Mentor for Jammu district, while Ashwani Kumar, Financial Commissioner (Additional Chief Secretary), Power Development Department, has been assigned Samba district.
Similarly, Dr Ashish Chandra Verma, Financial Commissioner (Additional Chief Secretary), Tourism Department, has been assigned Budgam district, while Shailendra Kumar, Financial Commissioner (Additional Chief Secretary), Finance Department, has been assigned Srinagar district.
Anil Kumar Singh, Financial Commissioner (Additional Chief Secretary), Public Works (R&B) Department, has been nominated as District Mentor for Kathua and Brij Mohan Sharma, Principal Secretary to the Government, Culture Department, has been nominated as District Mentor for Ganderbal.
Saurabh Bhagat, Commissioner Secretary to the Government, Department of Food, Civil Supplies and Consumer Affairs, has been assigned Anantnag district, while Vikramjit Singh, Commissioner Secretary to the Government, Industries and Commerce Department, has been nominated as District Mentor for Pulwama.
Sheetal Nanda, Commissioner Secretary to the Government, Forest, Ecology and Environment Department, has been assigned Reasi district, while Dr Shahid Iqbal Choudhary, Commissioner Secretary to the Government, Youth Services and Sports Department, has been assigned Rajouri district.
Further, Sarmad Hafeez, Commissioner Secretary to the Government, Social Welfare Department, has been nominated as District Mentor for Baramulla and Kumar Rajeev Ranjan, Secretary to the Government, Labour and Employment Department, has been nominated as District Mentor for Udhampur.
Similarly, Ram Niwas Sharma, Commissioner Secretary to the Government, School Education Department, has been assigned Kupwara and Dr Piyush Singla, Secretary to the Government, Information Technology Department, has been assigned Shopian district.
Vikas Kundal, Chairman, J&K SSB, has been appointed as District Mentor for Kulgam, while Rahul Yadav, Managing Director, J&K Power Development Corporation Limited, has been assigned Kishtwar district.
Additionally, Doifode Sagar Dattatray, Special Secretary to the Government, Agriculture Production Department, has been assigned Doda district, and Harvinder Singh, Director Employment, J&K, has been assigned Poonch under the Nasha Mukt Bharat Abhiyaan.
Zubair Ahmad, Administrative Secretary, Department of Floriculture, Parks and Gardens, has been nominated as District Mentor for Bandipora district, and Babila Rakwal, Administrative Secretary, Science and Technology Department, has been assigned Ramban district.
According to the Government order, the Mentor Officers shall monitor all activities and initiatives of the district administration related to the Nasha Mukt Bharat campaign, including awareness and IEC activities in schools, colleges, panchayats, and urban wards through rallies, seminars, street plays and social media outreach.
The Mentor Officers shall also ensure coordination with stakeholders for sustained messaging and continued outreach, along with de-addiction services provided by the Health Department, besides enforcement and preventive measures carried out by the Police and Excise Departments.
The duties of the District Mentors also include identification of substance users through surveys and outreach, their rehabilitation, referral to de-addiction centres, counselling, monitoring of follow-up, and reintegration of recovered individuals.
They will also conduct training programmes for teachers, ASHA and Anganwadi workers, volunteers, and peer educators to build a network of “Nasha Mukt Volunteers” at the village and ward levels.
In addition, they will promote community engagement through the involvement of Panchayati Raj Institutions, youth clubs, NSS/NCC units, and religious and community leaders to encourage community-led initiatives for drug-free villages and wards.
The duties further include data reporting by the district administration on awareness activities conducted, individuals identified and treated, and community participation, as well as organising anti-drug pledge campaigns and intensive awareness weeks in high-risk areas and hotspots.
Further, the Mentor Officers shall conduct monthly impact assessments of the campaign based on measurable outcomes and generate reports for corrective measures.
The district administration shall plan and execute all activities related to the Nasha Mukt Bharat campaign in coordination with the Mentor Officers, the Government order stated.
