Govt initiates cadre review of engineering services in JSD

JAMMU, Aug 2: In a move to strengthen the technical backbone of the Jal Shakti Department, the Government has initiated a comprehensive cadre review of the department’s Engineering Services. The initiative is aimed at updating recruitment norms, strengthening technical oversight and improving service delivery across the Union Territory of J&K.
Sources told Excelsior that the department has proposed to update the eligibility criteria for Assistant Engineers (Civil) with national benchmarks, particularly the Indian Engineering Services (IES) standards.
Further, to enhance technical oversight, the department has proposed the creation of a dedicated Directorate of Inspection & Quality Control (DIQC) and the post of Secretary (Technical). The proposal also includes setting up two Water Quality Monitoring Divisions in Srinagar and Jammu to strengthen water testing infrastructure.
The cadre review provides for new engineering divisions in remote and underserved areas including border areas and restructuring of mechanical sub-divisions to ensure better field presence and improved public delivery.
Additionally, the integration of deputation posts into the formal cadre structure has been proposed to ensure better manpower planning and management. Moreover, the cadre review has been structured in a manner to make the proposal finance-neutral, reflecting the Government’s commitment to efficient governance without additional financial burden. The proposal is under examination in the ARI & Trainings Department.
