Govt holds outreach camps in Jammu for restoration of migrants encroached land

JAMMU, Apr 5: To ensure the restoration of migrants land and property encroached in Kashmir Valley during the period of turmoil and settle the complaints of displaced people from Valley, the Government has ordered holding of regular outreach camps in Jammu where the revenue grievances of Kashmiri migrants in this regard will be on spot redressed by the Additional Deputy Commissioners of respective districts who have been appointed as Nodal Officers for the same by the Government.
Official sources said to take the cognisance of the complaints of Kashmiri migrants regarding the encroachment of their land in Kashmir Valley an Oversight Screening Committee was constituted by the Government headed of Administrative Secretary Home Department recently which inter alia has been mandated to oversee the decision taken on the complaints of encroachments of the properties encroached by Kashmiri migrants, to analyse the quality of disposal of complaints and monitor the progress of investigations being conducted by the police authorities has decided that regular outreach camps will be held at Jammu.

Officials sources said that such outreach camps will be held after every quarter of the year to settle the grievances regarding encroachments of the migrant land.
Vijay Kumar Sharma Deputy Commissioner Relief has been assigned the task by the Government to maintain coordination with Nodal officers of the Kashmir Valley.
The Government has issued a schedule for the outreach camps to be held at Jammu and migrants have been asked to approach the concerned officers with their documents of land etc on the particular date assigned to their respective districts.
The month long outreach programme started on April 1 from district Srinagar and it will conclude on April 28. The Additional Deputy Commissioners of respective districts have been directed to visit along with their dedicated team of officers including tehsildars, Naib Tehsildars, Patwaris and other revenue staff on the respective dates of their districts to Jammu for resolution of revenue related complaints.
The Relief Organisation will be facilitator in this regard. The complaints regarding mutation of land and encroachments will be looked into and redressed on spot, official sources said.
The first outreach camp was held here on April 1 and 2 by Revenue officers of Srinagar district which will be followed by Budgam district on April 6 and 7, Ganderbal on April 8 and 9, Bandipora on April 10 and 11, Baramulla of April 15 and 16, Kupwara on April 17 and 18, Pulwama on April 20 and 21, Shopian on April 23 and 24, Anatnag April 25 and 26 and Kulgam on April 27 and 28.
The Government has already kept a dedicated online portal to settle the migrants’ complaints said Relief and Rehabilitation Commissioner, Dr Arwind Karwani. He said the outreach camps have been held to settle the property complaints.
It may be recalled that large number of Kashmiri migrants have made complaints before the Government regarding encroachment of their land as well as that belonging to their religious places by unscrupulous elements in the Valley and their cases are unsettled for years.
J L Khar a senior political leader said that in some cases mutations have been fraudulently made after the death of the land owners while in some cases orchards and agricultural land of migrants has been encroached at various places in the Valley.
He, while expressing his satisfaction over the decision of the Government said for the first time in last over 36 years any Government has taken a positive step in this regard. He expressed the hope that speedy action will be taken by the authorities in this regard so that the displaced people whose land has been grabbed by unscrupulous elements will be relieved of unnecessary mental agony.
