JAMMU, July 4: The Jammu and Kashmir Government today accorded sanction to the constitution of UT and District level panels under the Vibrant Village Programme (Phase-II) for the region.
As per an order, the UT level panel would be headed by Chief Secretary, J&K, with Administrative Secretaries of PDD, Home, Finance, Culture, Information, Tourism, Planning, Development and Monitoring, PW(R&B), Information Technology Departments, Divisional Commissioners of Jammu/Kashmir, District Development Commissioners of Border Districts, Civil Military Liaison Officer, Development Commissioner Works, and Nodal Officer of Border Guarding Force (9th, 15th, 16th, Corps/BSF Jammu/Kashmir), as members, and Administrative Secretary, Department of Rural Development and Panchayati Raj as the Member Secretary.
The order further said that the UT level panel will scrutinise the Annual Action Plans under VVP-II as recommended by the respective District Level Committees, in accordance with the scheme guidelines, and approve and forward the sanctioned Annual Action Plans under VVP-II to the Ministry of Home Affairs along with appropriate recommendations and documents.
The committee will also review and monitor the progress of the scheme across the Union Territory for assessing the achievements of the results intended as per the guidelines, it said.
The District Level Committee(s) will be headed by the District Development Commissioner concerned, with Superintendent Engineer (SE), PW(R&B) Department concerned, SE, PDD concerned, Chief Planning Officer concerned, District Information Officer concerned, Assistant Director Tourism concerned and representative of Border Guarding Forces concerned as members and Assistant Commissioner Development concerned as Member Secretary.
The order said that the District Level Committee (DLC) shall be responsible for the selection of the works/projects of each identified village through structured consultations at the Block and Gram Panchayat levels and prepare a District Convergence Plan to ensure the integration and convergence of existing Central and State Government schemes.
It has been further ordered that the VAPs must be undertaken in close coordination with the concerned Border Guarding Forces (BGFs) to facilitate the identification of local development gaps and to ensure effective field-level support for implementation.
The DLC has also been tasked the formulating a comprehensive Vibrant Village Action Plan consisting of multiple projects/worked aimed at promoting vibrancy in the committee for approval/consideration. Besides this, DLC shall exercise due diligence while submitting proposals, ensuring that each proposed project includes a viable operation and maintenance (O&M) plan.
The Government further ordered that the project proposals shall be prioritized based on their impact potential and their ability to enhance village vibrancy in alignment with the objectives of the Vibrant Village Programme.
