Govt constitutes UT, District-Level panels for Gyan Bharatam Mission

JAMMU, Mar 27: The Jammu and Kashmir Government has constituted a Union Territory-level Standing Committee and District-level Committees for effective implementation of the Gyan Bharatam Mission (GBM) across the UT.
According to a Government order in this regard, these committees will ensure coordinated efforts for survey, conservation, digitization, and documentation of manuscripts in Jammu and Kashmir.
At the UT level, the Standing Committee will be headed by the Chief Secretary as Chairperson, with Administrative Secretaries of key departments including Culture, Higher Education, Housing & Urban Development, and Rural Development as members. Divisional Commissioners of Jammu and Kashmir, Vice Chancellors of major universities, and senior officials from the Archives, Archaeology & Museums Department and AYUSH will also be part of the panel. The Director of Archives, Archaeology & Museums will serve as the Member Secretary and Nodal Officer for the Mission.
The UT-level body has been tasked with providing policy guidance, reviewing progress, monitoring digitization and cataloguing of manuscripts, and addressing bottlenecks in the implementation of the Mission.
At the district level, Committees will be chaired by the respective Deputy Commissioners, with Additional District Development Commissioners acting as Member Secretaries and District Nodal Officers. Other members include Assistant Commissioners Panchayat, Block Development Officers, Executive Officer of the Municipal Committee concerned and coordinators of cluster or independent centers. Subject experts in manuscripts, Sanskrit, regional languages, and archives may also be co-opted as required.
These district committees will oversee on-ground execution, including surveys, conservation, digitization, and awareness campaigns. They will also ensure timely reporting, community participation, and capacity building through training programs.
The order further mandates regular monitoring through progress reports and dashboards, along with extensive outreach to encourage public participation in identifying and sharing manuscript resources.
