Govt approves permanent restoration of 4th Tawi Bridge approach at Rs 19.75 cr

JAMMU, Jan 17: The Jammu and Kashmir Government has accorded administrative approval for the permanent restoration of the damaged approach of the 4th Tawi Bridge in Jammu at an estimated cost of Rs 19.75 lakh.
The damage was caused by the floods of August 2025, which severely affected the approach road and necessitated long-term restoration and strengthening measures.
As per an order issued by the Public Works (R&B) Department, the restoration work will be executed under the Capex Budget for construction of roads.
“The project aims to ensure structural stability, improve flood resilience, and restore smooth traffic movement on this key connectivity corridor in the city,” it said.
The order stated that the work will be carried out strictly in accordance with codal and procedural requirements laid down under GFR 2017, the Bridge Manual, and other relevant guidelines issued by the Finance Department from time to time.
It has also been clarified that the administrative approval does not amount to rate approval, and detailed estimates will be framed and technically sanctioned separately by the competent authority before execution.
The order further stated that the project will be designed as per the latest Indian Standards and specifications prescribed under MoRTH, CPWD Engineering Manual 2020, and the J&K Bridge Manual.
All designs and estimates will be authenticated and proof-checked by competent technical institutions before taking up the work on ground, it said.
The Government has directed that e-tendering will be followed for award of the contract and fragmentation of the project during tendering will not be allowed.
It has also been made mandatory to obtain all required NOCs from regulatory authorities and ensure adherence to environmental norms before commencement of work.
Meanwhile, to maintain transparency and accountability, the concerned Executive Engineer has been instructed to maintain pre- and post-work photographic and video evidence.
The design of the restoration work will be finalized in consultation with NHIDCL and Jammu Smart City Limited, the order said. It added that a committee constituted earlier will supervise all works related to strengthening and flood resilience of the 4th Tawi Bridge near Bhagwati Nagar.
