KATHUA, Aug 6: The Non-Gazetted employees of Government Medical College (GMC) Kathua, observed Non-Cooperation Day today registering strong protest over the prolonged and unjustified delay in the finalization of Recruitment Rules for Subordinate Services across the newly established Government Medical Colleges in Jammu and Kashmir.
As part of the protest, employees took out a peaceful march from the Emergency Block of the Associated Hospital to the Administrative Block of GMC Kathua, highlighting their long-pending demands and deteriorating morale due to continued administrative apathy.
The protesting employees pointed out that posts were sanctioned in 2017 (vide Government Order Number 575-HME of 2017 dated 23-10-2017) and advertised by JKSSB in February 2019. However, the recruitment was conducted based on one-time recruitment rules, with no structured service framework or avenues for career progression.
Adding to their grievance is a glaring disparity in pay levels compared to equivalent positions in GMC Jammu and GMC Srinagar, where similar posts receive higher pay scales, further deepening the sense of discrimination and demotivation among employees at GMC Kathua.
Despite submitting repeated representations since 2019 to the Health & Medical Education Department, no tangible progress has been made. Although several committees were formed and reconstituted over the years, the recruitment rules remain unfinalized even after six years.
The employees also claimed to have approached local representatives, Members of Parliament and key officials, but their genuine concerns have been persistently overlooked.
With no other recourse, the Non-Gazetted Employees have now taken their cause to the public domain, appealing for immediate redressal. They have demanded finalization and notification of the draft Recruitment Rules within one month, warning that failure to act will lead to escalation of peaceful, constitutional agitation.
The employees have urged the Lieutenant Governor, the Health Minister, and the Secretary, Health & Medical Education Department to urgently intervene and ensure a fair resolution without further delay.
