GMC Baramulla non-gazetted employees await recruitment rules

Srinagar, Aug 9: Six years on, non-gazetted employees of Government Medical College (GMC) Baramulla are still waiting for the formulation of service recruitment rules, leaving their career progression in limbo.
Staging a protest today, a group of employees assembled at the GMC campus, holding placards and raising slogans in favour of their demands.
In the absence of these rules, the employees said they are not only facing stagnation but are also deeply concerned about their future and career growth.
“It is a shame that we have to protest for these rules. The authorities have failed to formulate recruitment rules all these years. Does this mean we have to remain at one place for the next 30 years?” said a protestor, Umar.
The protestors, who are also facing pay anomalies, said that even after over six years of service, they have not received a single promotion due to the absence of recruitment rules.
They pointed out that several committees were constituted by the H&ME Department from time to time to determine actual pay scales and finalise recruitment rules, but no action has been taken.
“Several representations to the H&ME Deptt were submitted through official channels, but unfortunately, nothing fruitful has emerged,” Umar said.
Many employees are due for promotion, but without recruitment rules, their cases cannot be processed, the protestors said.
They informed that 3,375 posts for five new Medical Colleges were created by a Cabinet decision and subsequently vide order no. 575-HME-2017 dated 23/10/2017.
In this regard, they said, an executive order for one-time recruitment was issued by JKHME for the indent of these posts to the JKSSB vide no. 133-JKHME-2018 dated 19/02/2018.
However, employees-appointed through the Jammu and Kashmir Services Selection Board (JKSSB) when the five new GMCs were established-expressed deep concern over the prolonged delay in framing the recruitment rules.
