JAMMU, Jan 18: A delegation of the Jammu and Kashmir General Line Teachers Forum (JKGLTF) today met the Education Minister Sakeena Itoo at her official residence in Gandhi Nagar, Jammu and submitted a memorandum.
The delegation, led by senior Forum leaders Guhar Bhat, Tasneem Beig, Farooq Ahmed Daing, and Sunil Singh, along with other prominent members, expressed grave concern over the continued delay, opacity, and inconsistency in promotions from Teacher to Master Grade. It was strongly emphasized that since the post of Master is a divisional cadre, the Departmental Promotion Committees (DPCs) must be conducted strictly at the divisional level.
The delegation drew attention towards non-finalization of teacher modification lists in several left-out districts of Jammu Division, resulting in serious service complications such as salary disruptions, incorrect postings, seniority disputes, denial of promotional benefits, and mounting mental stress among teachers.
Conveying strong resentment over the non-release of salaries to teachers of Jammu Division, the Forum described this as a clear administrative failure and gross insensitivity, reflecting the incompetence of the Directorate of School Education Jammu.
The Forum further pointed out that subject-wise seniority lists have not been updated for years, with names of retired and even deceased employees still appearing, severely hampering promotions and cadre management.
Unresolved ATD-related issues in Jammu and Udhampur districts were also raised, with a demand for immediate corrective action. The Forum objected to the improper handling of the Employee Performance Management (EPM) system by clerical staff, asserting that EPM must strictly remain under the direct supervision of Drawing and Disbursing Officers (DDOs) to ensure accountability, transparency, and accuracy.
Another serious issue brought to the notice of the Minister was the illegal and prolonged attachment of teachers and Masters in the Legal Section of the Directorate of School Education Jammu, including postings related to CAT and High Court matters. The delegation also highlighted chronic staff mismanagement and favoritism, leading to some schools being over-staffed while others remain severely understaffed.
The minister patiently listened to all issues and assured the delegation that the genuine concerns raised would be examined sympathetically and that necessary corrective measures would be initiated at the earliest.
