Fresh migrant relief registration on hold as law & order improves in Valley: Omar Abdullah

4,096 transit flats completed till Dec 2025, 3,250 of them allotted

JAMMU, Feb 4: Chief Minister Omar Abdullah today clarified that fresh cases for registration under the Migrant Relief Assistance are not being entertained at present, citing significant improvement in the overall law and order situation in the Kashmir Valley.
Replying to an unstarred question of veteran NC legislator Mubarik Gul, Omar, who happens to be the Minister incharge Disaster Management, Relief, Rehabilitation and Reconstruction Department, said that the decision was taken after detailed deliberations in a meeting chaired by the Chief Secretary, Jammu and Kashmir, on July 12, 2023.
He said the prevailing security environment and ground conditions in the Valley no longer justify the registration of new migrant cases at this stage.
The Chief Minister said it was also observed that any localized security concerns can be effectively addressed by district administration and security agencies.
“As a result, fresh registration of migrants for relief assistance remains suspended for now,” he said.

On the question of enhancing the existing Migrant Relief Assistance in view of rising inflation and increasing cost of living, the Chief Minister said the proposal has been examined at the Union Territory level.
“Since the matter involves financial and policy considerations, it has been taken up with the Ministry of Home Affairs, Government of India, which is the competent authority to take a final decision,” the Chief Minister said.
Meanwhile, the Minister incharge, Disaster Management, Relief, Rehabilitation and Reconstruction Department, Omar Abdullah also ruled out the establishment of additional migrant transit camps in the Kashmir Valley.
He, however, claimed that under the Prime Minister’s Development Package 2015, a total of 6,000 Transit Accommodation Units are being constructed at 20 locations across the Valley.
These accommodations are being developed as planned residential complexes with essential civic amenities and security arrangements, aimed at providing dignified and sustainable housing to Kashmiri migrant Government employees, he said.
On steps being taken to ensure the dignified, secure and sustainable return of Kashmir Migrants to the Valley, the Chief Minister said the Prime Minister, in the year 2009, announced a comprehensive package for the return and rehabilitation of the Kashmiri Migrants to the Kashmir Valley with a financial outlay of Rs 1618.40 Crore.
He said the package focuses on facilitating voluntary, safe, and dignified return of migrants while ensuring their socio-economic rehabilitation through housing, education, livelihood support, and financial security.
The Chief Minister said that key components of the scheme include housing support, transit accommodation, continuation of monthly cash relief, scholarships for students, employment opportunities for migrant youth, assistance to agriculturists and horticulturists, and waiver of interest on outstanding loans.
Under the employment component, he said, 6,000 posts were sanctioned in two phases, of which appointment orders have been issued to 5,896 candidates so far, achieving over 98 percent coverage.
In terms of housing progress, out of the total 6,000 transit flats sanctioned, 4,096 have been completed up to December 2025, while 1,904 are under construction and expected to be completed during the financial year 2026–27, the Chief Minister said.
“Of the completed flats, 3,250 have already been allotted to eligible employees, facilitating their residential settlement in the Valley,” added the Chief Minister.
He said these transit accommodations are equipped with essential civic amenities and security infrastructure to ensure a stable and habitable environment for migrant families.
