Srinagar, June 21: Police have registered an FIR against several officials of Education Department including Chief Education Officer (CEO), Budgam for appointing a man in Budgam as Rehbar-e-Taleem (ReT) on a fake certificate and then regularizing him “after he takes rebirth”.
The FIR (58/14 dated 16-06-2014) was registered in Police Station, Beerwah on the directions of the DIG Central Kashmir on a complaint of Board of School Education (BOSE), Kashmir (No F/GB-Ver)/BKD/2013/N-307 dated 14-10-2013) against Bashir Ahmad Bhat son of Abdul Gaffar Bhat of Haranjguru Beerwah and other officials of the Education Department.
The SSP Budgam had directed the SHO, PS Beerwah to lodge an FIR against Bhat, who was appointed as ReT on a fraud certificate and later regularized as teacher by CEO Budgam on a fraud authentication certificate.
The FIR was lodged under prevention of Corruption Act (U/S 5(2) and other allied offenses against Bashir Ahmad, teacher; Shoukat Ahmad Bhat, Senior Assistant Hardpanzoo; Tariq Ahmad Banday, Head Assistant Chief Education Officer Budgam; concerned CEO Budgam and ZEO Hardpanzoo and dealing Assistant in Directorate of Education, Kashmir.
Bashir Ahmad Bhat was appointed (Vide Order No. ZEO/HP/235 dated 12-05-2001) as ReT by Zonal Education Officer (ZEO) Hardpanzoo in district Budgam. He was declared dead by the ZEO in 2006 but was regularized by Chief Education Officer, Budgam for “his continuous and uninterrupted service as RT between 2001 and 2008”.
BOSE communication to DIG said that Bhat was appointed as ReT in 2001 on the basis of 12 standard marks certificate under Roll No. 222490 session 1999. “After complaint by residents that Bhat was appointed on a fraud certificate, ZEO Hardpanzoo sent (No. ZEO/HP/RT/EV/121 dated 18/07/06) the certificate to Jammu and Kashmir Board of School Education (J&KBOSE) for verification”, the BOSE communication says.
The ZEO Hardpanzoo after over a month in a letter (No. ZEO/HP/123 dated 29-08-2006) addressed to the Deputy Secretary Certificates, J&K BOSE cancels the verification of Bhat saying that the RT, Bhat, has died.
“Unfortunately the said person, Bashir Ahmad Bhat son of Abdul Gaffar Bhat has died in the month of June 2006. Now it is requested to your good self to please not to verify the certificate of the said person and return the original certificate to the ZEO Hardpanzoo”, reads the letter of ZEO Hardpanzoo addressed to the BOSE.
However, Joint Secretary Verification J&K BOSE instead of returning the certificate, in a communication (F(JS-Ver) B/KD/06/T-355 dated 08-02-2007) to the ZEO Hardpanzoo declares the certificate as fake and fraud.
“…this is to intimate that while scrutinizing the original certificate bearing Roll No. 222490 of the year/session 1999/annual favouring to one candidate namely Bashir Ahmad Bhat son of Abdul Gaffar Bhat, it has been observed that the candidate has not been declared successful in the Examination and does not coincide with the result available in the office as such certificate in question is absolutely Fake and Fraud”, writes Joint Secretary Verification J&K BOSE.
The BOSE also sent the case to Crime Branch who informed Budgam Police and an FIR was lodged against Bashir Ahmad Bhat in PS Beerwah (FIR 25/2008) in 2008.
Despite being appointed as ReT on fake and fraud certificate and FIR against him in Police Station Beerwah in response to a complaint by BOSE, Chief Education Officer Budgam regularized him (Order No. 08 CEOB of 2008 dated 28-07-2008) as general line teacher. Bashir in connivance with officials of Education Department had managed a fake verification certificate of BOSE.
The CEO Budgam order reads: “Bashir Ahmad Bhat son of Abdul Gaffar Bhat R/o Haranjguru Qualification 10+2 whose services stand regularized and appointed as general line teacher in the pay scale of Rs 4000-100-6000 is adjusted as Teacher in Primary School Gundipanah Zone Hardpanzoo…”
