JAMMU, Nov 14: The Finance Department of the Jammu and Kashmir has issued a strict reminder to all the Administrative Departments, directing them to complete the submission of Revised Estimates (RE) for 2025-26 and Budget Estimates (BE) for 2026-27 by November 20, 2025.
The department noted that despite clear instructions issued earlier through the Budget Circular on October 3, several departments have still not uploaded the necessary data on the BEAMS portal, causing delays in the budget preparation process.
A fresh circular issued by the department said the Budget Preparation Forms for both the Revenue and Capital components were made available online well in advance, and departments were advised to seek technical assistance from the Project Management Unit or Resource Persons in district treasuries in case of any issues during the uploading process.
However, the Finance Department observed that many departments had not initiated or completed the uploading of estimates, which, it said, has been delaying the examination, compilation, and consolidation of departmental submissions.
The circular further said the matter was discussed in a meeting held on November 11, 2025, chaired by the Director General, Budget, where Director Finance Officer and FA&CAOs collectively agreed that all departments must adhere to a revised deadline.
Accordingly, it said, it was mutually decided that the new cut-off date for uploading the RE 2025-26 and BE 2026-27 would be November 20, 2025, and that the process must be completed without fail.
As such, the Finance Department has emphasized that timely submission is essential for smooth consolidation and finalisation of the upcoming budget.
It also noted that early completion will help in issuing the schedule for budget meetings, ensuing that the annual budgeting exercise proceeds without further delays.
All the Administrative Departments, have been, as such, urged to treat the matter as urgent and comply with the deadline.
