FFRC directs creche-cum-schools to obtain mandatory recognition

Srinagar, Nov 21: The J&K Fee Fixation and Regulation Committee (FFRC) has directed all crèche-cum-schools operating in J&K to obtain mandatory Government recognition and submit their fee-regulation files within 15 days.

The directives came after it emerged that several such centres were running Pre-Nursery, Nursery and UKG classes without approval.
In a circular issued by FFRC Chairperson Justice Sunil Hali, the Committee said many crèches-meant only for daycare of small children-were illegally extending their operations to formal schooling.
It stressed that once education up to UKG is offered, the establishments fall under the purview of the J&K School Education Act, 2002, and must seek recognition and have their fee structure regulated.
The FFRC noted that complaints had been received about crèche owners “under the subterfuge” of daycare facilities imparting education up to UKG without mandatory permissions.
Such institutions, it said, are required to obtain recognition under the J&K School Education Rules, 2010, and submit their fee files to the Committee.
“All those schools that have established crèches but are also imparting education up to U.K.G. are directed to submit their files for regulating their fee structure,” the circular states, warning that non-compliance will invite action under law.
The Committee has also directed the concerned Chief Education Officers to submit a list of all such crèche-cum-schools operating within their jurisdictions within seven days.
