Estates Deptt workers call on Transport Minister, raise issues

JAMMU, Feb 5: The casual and other temporary workers of Estates Department called on Minister for Transport and CAPD, Satish Sharma and projected their issues regarding regularization and enhancement of their wages.
These workers led by its president Kuldeep Raj and general secretary Ajay Kumar projected the issues before the Minister and sought his intervention in resolution of their issues. They pointed out that 446 casual labours/ workers were engaged by the Estates Department and they are working for the last over 25 years. But they are still struggling for their regularization.
They have represented in the department for our regularization from time to time in view of rules framed by the Government. An SRO-520 dated 21.12.2017 was issued by the Finance Department known as J&K Casual and other Workers Regular Engagement Rules 2017.
In pursuance of aforesaid SRO, our cases were forwarded by the Estates Department to the Finance Department for consideration and for obtaining necessary approval.
In the meeting Empowered Committee held under the chairmanship of Principal Secretary to the Government, Finance Department on Dec 25, 2018, our cases have been approved and recommended for regularization. But after a passage of more than two years, our file is still pending.
The DDO (Deputy Director Estates Jammu) along with the members of the committee have recorded all the requisite Certificates in the prescribed bio-data sheet of individual casual labour placed in their personal files dully countersigned by Director Estates (HoD) for examination by the Empowered Committee Finance Department. 67 casual labourers of Deputy Director Estates Jammu are eligible for regularization on the strength of documents placed in each individual case file and meet all requirements of SRO-520 dated 21.12.2017.
They further said that the file is, re-submitted for approval of the authorities for submission of case files of 67 casual labourers of Deputy Director Estates Jammu to Empowered Committee Finance Department for examination and issuance of recommendations for regularization on the strength of documents placed in each individual file. They sought the intervention of Minister into the matter.
