JAMMU, Feb 5: In a significant order, the State Vigilance Commission has directed the Vigilance Organization to register a Preliminary Enquiry into large scale embezzlement in Mid-Day-Meal (MDM) funds, allegedly by some officials of the Education Department in District Baramulla.
The direction in this regard was issued on the basis of a report, submitted by Additional Deputy Commissioner Baramulla, who was to conduct an enquiry into the complaint regarding allegations against some officials of Education Department for commission of gross irregularities and misappropriation of Government funds under Mid-Day-Meals Scheme in different schools of Education Zone Boniyar, District Baramulla,
Scrutiny of reports, submitted by the Additional Dy Commissioner Baramulla, alongwith the reports of CEO and Dy CEO Baramulla, prima-facie disclosed that during the year 2013-14, MDM funds of Rs 71,32,900/- were shown credited in J&K Bank Branch, Boniyar. However, only Rs 15,20,000/- were utilized for the said scheme and cheques were drawn in the names of different persons and shown further transferred to various accounts without maintaining any records thereof. The report further divulges that funds were drawn dishonestly against fictitious enrolments of students.
The State Vigilance Commission, while looking into the gravity of the acquisitions levelled and the casual approach adopted by the Directorate of School Education Kashmir, directed Vigilance Organization to register a Preliminary Enquiry in the matter in order to bring the truth to fore so that the officials found involved in the scam be dealt with under law.
