Srinagar, Mar 19: High Court today said that the dog menace warrants immediate and serious attention as the stray dogs are roaming unchecked in educational institutions causing fear among students.
The Division Bench of Chief Justice Tashi Rabstan and Justice M A Chowdhary directed for listing of the PIL for deliberations on the issue on April 2. Hearing the PIL regarding the increasing number of dog bite incidents in the UT of Ladakh, the bench said the menace posed by stray dogs, not only in Srinagar but across both Union Territories, warrants immediate and serious attention. “The issues raised in these PILs require urgent deliberation and appropriate remedial measures to mitigate the threat to public safety”, read the order.
During the proceedings of the case a newspaper report was placed before the court, highlighting a similar concern in Srinagar city, whereby stray dogs have reportedly been roaming unchecked inside the Government College for Women, M.A. Road, Srinagar.
Advocate Nadeem Qadiri submitted that an identical PIL was disposed of on 12.02.2020 by this Court and has already adjudicated upon certain issues involved in the present PIL. He, therefore, prayed that the Registry be directed to attach the record of the that PIL with the present PIL to facilitate adjudication of the issues.
Meanwhile, an application has been filed before the court putting forth various suggestions in compliance to previous court order, whereby the applicant was directed to submit her suggestions on the issue of dog population management in the Union Territories of Jammu and Kashmir and Ladakh.
