JAMMU, Oct 15: The District Legal Services Authorities (DLSAs) of Jammu and Samba today convened the 4th Under Trial Review Committee (UTRC) meetings to review the status of under-trial prisoners and assess jail conditions as per the directions of the Supreme Court and the National Legal Services Authority (NALSA).
At District Jail Amphalla, Jammu, the meeting was chaired by YP Bourney, Chairman DLSA and Principal District & Sessions Judge, Jammu, and attended by senior officers from the administration, police, prosecution, and jail departments.
The committee examined various cases of under-trial prisoners, particularly those without legal representation or who have spent a long time in custody.
Several recommendations were made to expedite pending cases, strengthen coordination among authorities, and ensure speedy justice for eligible prisoners.
During the visit, the Chairman interacted with inmates to understand their concerns and inspected several facilities, including the Legal Aid Clinic, medical centre, kitchen, and virtual hearing rooms.
He stressed the need for timely legal aid and better welfare measures for prisoners. The inmates also presented a cultural programme in honour of the visiting officials.
Meanwhile, DLSA Samba also held its 4th UTRC meeting under the chairmanship of Principal District & Sessions Judge-cum-Chairman DLSA, Ravinder Nath Wattal.
The committee reviewed eight cases of under-trial prisoners shortlisted for consideration but did not recommend any release.
The meeting was attended by senior officers from the district administration, police, and jail authorities, with the superintendents of jails at Kathua, Jammu, and Kot Bhalwal participating virtually.
Both meetings were held as part of NALSA’s quarterly schedule aimed at strengthening the review mechanism and ensuring access to justice for under-trial prisoners across Jammu and Kashmir.
