Unlike other Union Territories such as Delhi and Chandigarh, where advertisement rates align with DAVP norms, Jammu and Kashmir continues to operate with significantly lower DIPR rates. This discrepancy undermines the financial health of media houses, already grappling with skyrocketing newsprint costs and declining revenues from traditional sources. The result is a press struggling to sustain operations, retain staff, and maintain the quality of journalism. The rising cost of newsprint-a staggering 100 percent increase-has compounded the difficulties. At the same time, advertising revenues remain the lifeblood of newspapers.
