Disaster mitigation: J&K reported Rs 2499 Cr opening balance in UTDRF as on Apr 1, says Govt

JAMMU, Dec 2: The Union Government today informed the Parliament that the Union Territory of Jammu and Kashmir had an opening balance of Rs 2,499 crore in the Union Territory Disaster Response Fund (UTDRF) as on April 1, 2025.
The amount is available for managing relief and response to notified natural disasters during 2025-26.
The information was shared by the Union Minister of State for Home Affairs, Nityanand Rai, while replying to a clubbed question raised by several Parliamentarians, including the BJP MP from Jammu Parliamentary Constituency, Jugal Kishore Sharma.
The MPs had sought details of assistance extended to States and UTs affected by excessive rainfall, floods and landslides during the recent south-west monsoon.
The Minister further stated that Jammu and Kashmir also received central assistance amounting to Rs 1,046.25 crore under the Disaster Response Fund (DRF) through Demand No. 58 over the last four years, as on August 29, 2025.
Demand No. 58 refers to the grants released by the Union Government to the Union Territory.
Earlier, the Jammu and Kashmir Government informed the Legislative Assembly during the autumn session that 152 people-151 in Jammu Division and one in Kashmir Division-had lost their lives due to weather-related events, including excessive rainfall, cloudbursts, flash floods, landslides and shooting stones.
Over 130 of these deaths or missing cases were reported from Chashoti village in Kishtwar district.
The UT Government also reported that 4,534 livestock were lost in the Jammu region.
It was also given out that a total of 1,591 houses were fully damaged, 4,326 severely damaged, and 2,991 pucca and 3,540 katcha houses suffered partial damage.
Additionally, 3,540 huts and cattle sheds were damaged across the region. Crops spread over 69,707.685 hectares were affected, and relief amounting to Rs 5,246.47 lakh was disbursed to landowners.
In Kashmir Division, 12 houses were fully damaged, 44 severely damaged and 854 pucca and katcha houses partially damaged during the recent adverse weather.
The region also reported damage to 79 huts and cattle sheds. Relief worth Rs 191.444 lakh was disbursed to affected families in the Valley.
