JAMMU, Oct 9: Government of Jammu and Kashmir has constituted Disaster Management Committees at Block and Panchayat level in the Union Territory.
In the block level committees, headed by Chairman Block Development Council, BDO concerned is the Member Secretary while Tehsildar, Child Development Project Officer, ICDS; concerned AEs of REW, PWD, Jal Shakti and PWD (R&B)); Block Medical Officer, ZEO, Accounts Officer/Statistical Officer; two Sarpanches, and representative from Fire & Emergency Department are the Members.
The block level committee will create and maintain disaster management facilities at Block Development Council level and constitute disaster management committees besides registering Civil Defence Committees.
Further, it will identify youth for disaster management training at Block Level, assist district administration and Halqa Panchayat in providing relief and compensation to the victims of distress and conduct mitigation programmes with regard to disaster management.
Similarly, Panchayat Level Committees headed by the concerned Sarpanch, will conduct survey for identification of disaster-prone localities, create disaster management facilities, identify local resources in the form of manpower and funds to meet the eventuality of disaster. It will identify youth for disaster management training at Panchayat level, provide relief and compensation to victims of disaster with Halqa Panchayat’s own resources.
In absence of Panchayti raj Institution, Assistant Commissioner, Panchayat (ACP) will act as the Chairperson of the Disaster Management Committee at Block Level while Block Development Officer (BDO) will act as the Chairperson of the Disaster Management Committee at Panchayat Level.
