Delegation of incharge cadres calls on Secy School Education

JAMMU, Feb 25: A delegation of JK Incharge Lecturers Forum and J K SEECC, led by its chairman Amar Nath Thakur, called on Administrative Secretary School Education Department in Civil Secretariat and submitted a reminder of burning demands.
In the memorandum, the delegation demanded early convening of DPC meeting to regularize all incharge gazetted cadres and incharge lecturers, exempting vigilance clearance of those whose vigilance clearance is already received or are retired or expired from active Government service till date, grant of charge allowance to all temporary promoted officers and lecturers, deputing non B Ed. +2 lecturers for B Ed training as per NEP, implementing already notified rational transparent transfer policy for teaching staff issued earlier, filling all vacant posts of CEOs , Principals, ZEO s ,Headmasters and lecturers, adopting sealed cover procedure for confirmation , Career progression scheme for +2 lecturers and implementing order No :- 743 GAD of 2007 dated 26-6-2007.
Thakur requested administrative secretary that 11000 in charge gazetted are victimized since long as same information is sought time and again.
The Administrative Secretary heard very patiently all demands and assured early convening of DPC in March. Secretary on spot directed Dr Arun Manhas, Director SMAGRA who was too present, to depute non B Ed +2 lecturers for B Ed training. Regarding transfers of teaching staff, he said that seven years stay would be taken into consideration for urban areas and 3 years of zone 3rd. “Department does not want wasting time in transfers, which do not benefit students. Teachers must know they would not be transferred prematurely, “he further said.
