JAMMU, May 15: A delegation led by Parvinder Singh Happy, submitted a memorandum to the Commissioner Secretary, Public Works Department (PWD), demanding immediate action to address the deteriorating civic infrastructure in Jeevan Nagar, Ward number 58.
The memorandum drew attention towards growing public frustration over unchecked infrastructural decay, especially concerning the area’s choked drainage system, crumbling roads, and outdated bridge design.
The delegation included several prominent citizens-Narinder Gupta, Kala Choudhary, Neeraj Gupta, Sukhwinder Singh, Rajat Mengi, Lokesh Mahajan, Harjeet Singh, Varinder Gupta, and others-who together voiced the collective anguish of residents suffering the brunt of civic negligence.
Parvinder Singh Happy explained that the main nallah traversing Jeevan Nagar has become an open sewage drain due to accumulated silt, solid waste, and untreated wastewater that have rendered it not just a health hazard but a severe environmental concern. Residents report constant foul odor, mosquito infestations, and repeated flooding during monsoons while overflow from the nallah has caused property damage, disrupted mobility, and led to a rise in waterborne diseases, turning it into a seasonal disaster for the local population, he said.
Further, he added, the road that links Jeevan Nagar to Satwari-a vital route for schoolchildren, patients, and daily commuters-is riddled with potholes and marred by persistent waterlogging.
The delegation raised specific concerns over the existing bridge spanning the nallah. Built at a which hinders smooth water flow during heavy rains, contributing significantly to backflow and the flooding of surrounding areas.
To address the crisis holistically, the delegation presented a five-point demand plan seeking immediate desilting and scientific cleaning of the nallah, establishment of a permanent drainage management system with covered drains and improved flow design, reconstruction and elevation of the existing bridge, complete overhaul and repair of the Jeevan Nagar-Satwari road and formation of a joint inspection team comprising officials from PWD, Jammu Municipal Corporation (JMC), and the Urban Environmental Engineering Department (UEED) to devise a time-bound rehabilitation roadmap.
