JAMMU, Nov 11: In a petition filed by Joginder Singh, Bench Secretary regarding dearth of staff at various level, pay anomaly in respect of officers and staff and promotional avenues to Law Graduate Readers, Division Bench of High Court comprising Chief Justice Pankaj Mithal and Justice Mohan Lal has directed that a meeting of Chief Secretary of the Union Territory of Jammu & Kashmir, Law Secretary and the Registrar General should be convened to discuss the issues raised in the petition and to resolve them.
When the petition was came-up for hearing, Division Bench observed, “the petitioners are Bench Secretaries working in the High Court. They have preferred this petition seeking certain reliefs, one of which is to accord approval to the resolution adopted on 13-15 September 2002 in the Chief Justices’ Conference thereby enhancing the salary and perks of the High Court Staff”.
“One of the other reliefs is for the hike of salary of the High Court Staff by 20%. The third relief is for a direction to grant retrospective effect to SRO 386 dated 01.12.2008. Lastly, a prayer has been made for the grant of ACP in view of the resolution of the Full Court dated 26.11.2014 and sanction/creation of six posts of Additional Registrars in view of the judgment of the Supreme Court passed in A.R.Zakki’s case”, the DB said.
“The court on earlier occasions had directed for convening of the meeting of the Chief Secretary of the Union Territory of Jammu & Kashmir, Law Secretary and the Registrar General for resolving the disputes and it is alleged that though one meeting was conducted, as directed but in the meeting only the implementation of the Shetty Commission Report was considered and there was no discussion with regard to the reliefs claimed in the present petition”, the DB observed.
Accordingly, DB directed that meeting should be held to resolve the issues within a month and a report thereof be submitted before the court.
